Plants on Stanley?

Does anyone no why so many of the newly planted plants are dying on Stanley Blvd? It is such a shame to see them turning brown, after so much went into working on that stretch of roadway.

Will the plants be replaced?

Last week there were two areas where the water was all over the road- maybe somethings broken?
