PUSD has already made the decision to open, however, it is very complicated with PPE, schedules, emergency drills, contact tracing, keeping teachers and students safe, nasty parents, equipment, staff, etc. There are a LOT of factors in reopening, not just PUSD being annoying and not saying they will open. There are hundreds of people behind-the-scenes trying to organize it but it isn't something that can happen in 2 weeks.

HVAC is an ongoing issue is a registered user.
I really doubt the aging PUSD physical infrastructure can meet the HVAC safety requirements required to ensure the air inside the old classrooms is going to be safe for students to breathe. Thankfully the standards are pretty high:
