Santa Rita & Valley traffic jams???

The four-way gridlock was a fxxxxxx nightmare noon MON. apparently the lights were out. But why did the light continue to be out?? Traffic was backed up in the intersection at 5 & 6:00 also. It couldn't have been outlets, or people would have been using the new Stoneridge Drive completion. I know the East was really bad, but it appeared to be West as well?? What was the story for later in the day???

Next time I'll know to use Stoneridge Drive to the Outlets and points East. Actually, you can drive from Stoneridge Mall to the Livermore Outlet Mall, straight on Stoneridge Drive without making any turns.

I would like to know at what point the Pleasanton Traffic Engineering Department and Pleasanton Police Department will take charge to manually control traffic at a major intersection in order to prevent severe traffic jams. This particular traffic jam had southbound Santa Rita traffic at a standstill from the Valley intersection all the way pass Valley Care Medical Center. Also isn't the Valley/Santa Rita intersection considered a critical intersection that has back-up batteries to run the traffic signals in case of a loss of utility power? If so, why did this emergency function fail?
