Attorney General steps in -- shutters Pleasanton city mgr/planning dept approved University

Last week, the State published this 21 page enforcement action at this location ---Web Link
After the Boulder Court building was targeted for a forfeiture/seizure action and the owner arrested, the city of Pleasanton without apparently notifying any State or Federal agency at all or engaging in any public process whatsoever (including the mandated California Environmental Quality Act (CEQA) process), approved the new "University" to operate.
Though local governmental entities have no authority to approve and regulate private schools, seems that Pleasanton city management thinks it can.
How many more millions of dollars will it take for the State and Federal government to step in and fix messes that the city of Pleasanton creates by approving over-the-counter zoning actions to time and time again allow illegal businesses to operate?
