Editor’s note: As of noon Wednesday, the Zone 7 Water Agency has canceled the commendation previously scheduled for director John Greci.
The Zone 7 Water Agency is set to recognize departing board president John Greci at their meeting Wednesday night.
Greci, who has served on the Zone 7 Board of Directors since 1994, was not re-elected in the recent primary election on June 5. In light of his 24 years of service, the board will consider approving an official commendation honoring Greci.
“Mr. Greci contributed his time and energy improving the agency water resources management and flood protection within the Livermore-Amador Valley communities as he served tirelessly for many years in the Administrative, Agricultural, Liaison, Water Resources committees and many ad hoc committees,” staff wrote in the proposed resolution.
The recent election saw two newcomers and three incumbents — including Greci — competing for four seats on the board. Greci finished last with 15% of the vote.
But after the defeat, Greci said he wasn’t totally disappointed by the loss, as right now he needs to focus on fighting cancer and recovering his health. He recently underwent surgery.
“I have very strong feelings that everybody should give back to their communities,” he told the Weekly on June 6. “I’ve spent 46 years on the Livermore rodeo association, 24 years on Zone 7. I’ve given back to my community, I’ve met some wonderful people, and I have absolutely no regrets.”
Greci is a retired Lawrence Livermore National Laboratory supervisor and a former industrial arts teacher at Livermore High School. He served as the Zone 7 board president four times.
“His forethought for long-term water supply in the Valley endures today as he fought tirelessly for many years to support the California WaterFix which is critical to protecting and restoring the Tri-Valley’s water supply reliability by upgrading the aging infrastructure thereby reducing the State Water Project’s (“SWP”) vulnerability to seismic events in the Delta and climate change impacts,” the proposed commendation says.
A reception will also be held for Greci at 5:30 p.m., before the closed session portion of the meeting.
The open meeting is scheduled to begin at 7 p.m. at the Zone 7 administration building, 100 N. Canyons Pkwy. in Livermore.
In other business
*Because Greci was not re-elected and board vice president Jim McGrail died in April, the directors may consider appointing a president pro tem until the selection of officers happens during the July 20 meeting.
*The board will consider authorizing General Manager Valerie Pryor to negotiate and execute contracts with Zone 7 water chemical suppliers.
*Directors will consider awarding a contract for on-call construction and emergency support services to GradeTech Inc.
GradeTech was the lowest responsive and responsible bidder for these services at a little under $1.5 million for a three-year period.
*The board will consider adopting the proposed two-year budget for fiscal years 2018-20.
The Zone 7 proposed revenue budget has a two-year appropriation of $295.3 million, split fairly evenly between the two years. The proposed expense budget has a two-year appropriation of $342.6 million, with $199.8 million in the first year and $142.8 million in the second.
“The spike in FY 2018-19 expenses is due to capital projects, which are funded with a mix of bond proceeds and reserves,” wrote Osborn Solitei, the agency’s treasurer and assistant general manager of finance, in a staff report.
*Directors will consider authorizing Pryor to negotiate and execute and agreement with HDR Engineering, Inc. for a development impact fee study and an initial financing strategy for the Stream Management Master Plan Amendment, which is forthcoming.
The cost is estimated at $159,000, with funding coming from Fund 200 — Flood Control Operations and Fund 210 — Development Impact Fee.
*Another commendation is on the agenda for consideration, this one for former general manager Mun Mar, who died in May.
“Mun Mar’s forethought for long-term water supply in the Valley endures today as a legacy through his vision of a ‘Chain of Lakes’ created from former gravel quarries between Livermore and Pleasanton,” staff wrote in the proposed commendation.
“Mr. Mar led the fledgling agency as its first general manager during the inception of the State Water Project and the first imported water along the South Bay Aqueduct in the 1960s,” the resolution continues. “He brought Zone 7 out of an over drafted groundwater basin and through the drought of the 1970s. He was personable to staff and always willing to share his knowledge.”




Director Greci served for the right reasons. 24 years is a long time to have done so. We wish him the very best travels in his retirement and thank him for his service.
Just curious as to why this was cancelled. Health? No one was going? Porque?
