Significant storms over the last two months have caused at least $5 million in damages to Tri-Valley stream banks, according to Zone 7 Water Agency representatives.

Bank failures have occurred at more than 40 sites, with the majority of damage happening along creeks and flood-control channels in the western portion of Zone 7’s service area, staff said at a Feb. 15 Board of Directors meeting. Damage has included channel bank slides, embankment washouts and toe erosion.

The worst of it is evident at three contiguous sites along the Alamo Canal beside Interstate 680 near West Las Positas Boulevard. There, Zone 7 staff stabilized the embankment with temporary vertical steel piping, cleared mud and debris, and placed plastic sheeting over the slide area to prevent further effects from rain.

“This stretch of trail contains other buried infrastructure and required additional protection to ensure that the infrastructure was protected,” Zone 7 general manager Jill Duerig said in an email Monday.

Other spots that have sustained serious damage include Arroyo Mocho in Pleasanton and South San Ramon Creek near Dublin High School, Duerig said.

The damage has also forced the closure of the Centennial and Arroyo Mocho trails in Pleasanton. It’s anticipated they will remain closed through summer, Duerig said, adding Zone 7 has been working with local cities and park departments as they assess the safety of trails.

The damage estimates are expected to rise, as more rain has fallen since the update at last month’s board meeting. More rain “could cause further damage at existing sites that warrant immediate action,” Duerig said.

“Zone 7 is monitoring sites that could impact public health and safety or infrastructure,” she added.

Staff said they will pursue all possible funding assistance for the permanent bank repairs. They have had meetings and field inspections with the state Office of Emergency Services and the Federal Emergency Management Agency, as they are collecting repair estimates and evaluating damage across the state.

Gov. Jerry Brown has declared a state of emergency for numerous counties, including Alameda, due to impacts from flooding, erosion and mudslides. Last month, President Donald Trump also approved a major disaster declaration for California counties including Alameda, freeing up federal funding for recovery efforts.

    Did you ask Zone 7 manager Jill Duerig what Zone 7 water Agency is doing to capture pollutants before those pollutants reach the bay?

    Is Zone 7 water agency ignoring the pollutants flowing into the bay, and simply asking for Federal assistance?

    Did you ask about the exhaustion of natural percolation allowing pollutants into the ground water and into the aquifers?

    Very simple. They need additional money for raises this year. One million for the repairs with union labor which will be single sources of course and four million for raises.

    A disfunctional mistrusted management team that has totally lost the respect on employees and is constantly bickering among themselves

    But we keep voting them back in office – time to drain the local swamp in the TriValley

  6. ZONE 7 HAS NOW BURNT THROUGH THEIR RESERVES AND HAS GROWN SO MORBIDLY OBESE, THAT FOR EVERY $1.00 DOLLAR IN WATER REVENUE $0.84 CENTS GOES TOWARDS SALARIES. THIS IS PUBLIC RECORD

    Here we go again. Most of these issues went unprepared for the last two years! I attended the heavy-handed special meeting on January 30th. Someone specifically asked why these were ignored and allowed to grow into what we see no (and held up a picture). Other than being met with a blank stare from the General Manager, she went on to say that they needed special permits from the Army Core of Engineers before they could start work. Supposedly by the time they received permission, there was only 3 days left in the season to address the work -huh??.

    As many citizens spoke as to their dismay with regard to ever rising rates, we were met with rudeness and elitist attitudes. All the while, the (clueless) city council person who is the liaison between Pleasanton and Zone 7 sat in the back of the room, quiet as a mouse (other than yucking it up and chuckling with her admirers) . To add insult to injury only ONE of the FIVE board members even bothered to attend.

    This agency is an outrage and must be either disbanded or completely overhauled.

  7. My apologies for the incorrect spelling of the ARMY CORPS OF ENGINEERS. I am so passionate about the outrageous behavior from the leadership in Zone 7, it sometimes gets the best of me. Again, this agency has got to go!!!!
