Dirty Plastic

Do we need to clean out plastic containers before putting them in the recyclables bin?
My Castro Valley friend said he's not supposed to, but I'm not sure about Pleasanton.

According to the following link, recyclables DO NOT need to be rinsed. I do rinse thing out for odor control though.
