I-580 W on-ramp work at Foothill?

What is going on with the barriers and the traffic "flow" reconfiguration on the Foothill-San Ramon overpass and the on-ramp to 580 westbound? I say "flow" because it's now even more of a mess as drivers who are used to merging into the right lane 20 yards before the on-ramp are now faced with having to merge at the last second. I'm surprised there haven't been more accidents as a result. Also, the on-ramp lane is really tight now, with the barriers. I've looked for an article on this, but the PW search engine isn't very useful since it doesn't allow one to sort by date, and there are too many "I-580 on-ramp" results to wade through. Does anyone know what is up with this work - an additional lane?

Still wondering about this... any information? It can't be related to the proposed HOV lane, I'm pretty sure, since that is planned much further east than this.
