New structures on 680-S near Sunol?

Going south on 680, near where the sign says "Sunol exit 1 mile" are two oversized garage-like structures without doors. Tan metal. Anyone know what they are? I'm hoping it's something temporary to store roadwork equipment. No other structures appear on that roadway, I assume that's the law. So what are these eyesores doing there?

Michael Austin is a registered user.

They may be Caltrans structures.
The same type of structure is on the side of
west bound I-580 near Castro Valley.
I see Caltrans equipment in the structure time to time.
There may be a government easement (a non possessory right of use).
Which permits the structure at that location.
